In adsense on the second page you can select a different page to show if there aren't any relevant ads:
https://www.google.com/adsense/alternateads
But if you're getting a lot of public service ads that can mean adsense doesn't know what your page is about. Try not to write about too many different subjects on each page. Be specific and use relevant keywords in your page and post title.
