The more time you can devote to a review the better it is. However, if you can manage to give a helpful review, that consists of more than 2 sentences, in under 10 minutes, that's good as well.
I'd say, the rule of thumb is:
1, have you explained enhancements in a way that the webmaster of the site can understand your vision?
2, if it was your site being critiqued, would you be satisfied with the quality (positive and negative) of the review
3, is your review usable to improve upon the site.
