Does anyone know what kind of filter is used to make the blue boxed background in this forum, or could anyone suggest of a good filter for this?!

Thank you very much fall out for your help, I use paint shop pro but I got it very close to what I wanted with your help. I done a 6X6 block and used a "period" out of a font in a size 1 and then arranged them on top and the side and it worked like a charm for me! I assumed it was a filter used instead of actually having to make the pattern. Either way it all worked for me! Thanks again!
