and what do you recomend? do a html site that makes a user open windows media player/quicktime (which they may well have to download at 10mb or so). Then use said software to playback a file that would be much larger than a compressed flash video file. The union skate guys wanted a website to showcase there skate videos, i managed to get all there videos under 500kb (except the trailer) This was as close to a 56k site as you can get when you are streaming video.

Also, my client knows his customer base far better than you or I, if he wants a broadband site, then he must feel that there are sufficient broadband users where he is based in canada.
