I definately think it is worth it. Makes the code so much cleaner, and not so 1995ish.

CSS is just so awesome. Imagine you, on a server without PHP, and you still want to be able to change your layout without editing every .html file by hand. Simply adjust the remove CSS file! w00t, and you're done

Besides, it does everything HTML <font> tags and whatnot can, and more. It's easy to use and to learn, and I guess every major browser supports it (though IE sometimes has a little difficulty with it, ahem ahem!)
