Does anyone know of a free web hosting script that allows anyone to sign up for free hosting, but allows the owner to set the amount of space allocated and run ads?

One of my favorites.. But there is alot actually.. PHPCoin being another good one.

This is only the billing side.. This is not a CMS. you will have to develop a site around these billing clients.
